Kelly Heinrich, J.D., President

Ms. Heinrich has built a career in human rights with a particular expertise in human trafficking. She helped develop national policies and practices for trafficking through her work for the U.S. Department of Justice’s Civil Rights’ Criminal Section, the President’s Interagency Council on Women, and Legal Momentum’s Immigrant Women Program. At a U.S. based nonprofit, she assisted more than 200 trafficked persons and trained law enforcement, service providers and attorneys to detect and respond to human trafficking.

She has also published two articles on trafficking entitled, The Impact of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, 8 No. 2 HUM. RTS. BRIEF 30 (2001) and Protecting Human Victims of Trafficking: An American Framework, 16 BERKELEY WOMEN’S L.J. 29 (2001), for which she won the 2001 Berkeley Women’s Law Journal Writing Award.

Her broad range of experience, from government to community organization, policy to practical, training to direct service, and legal to social service are a rare combination, making Ms. Heinrich unique in her field. Ms. Heinrich received her J.D. from the Washington College of Law at American University in Washington, DC and her B.A. in International Studies from Allegheny College in Meadville, PA. She is a member of the State Bar of California. She now lives in Carmel Valley, California with her husband, Grant, and children, Ava and Dylan.
